The Families For Children Program in Ukraine (FCP) is funded by the United States Agency for International Development (USAID). It is implemented by Holt International Children’s Services in partnership with the Ministry of Ukraine for Family, Youth and Sport. FCP works in seven localities in five oblasts of Ukraine: Dnipropetrovska (Dnipropetrovsk city and Novomoskovsky rayon), Donetska (Gorlivka city) Kyivska (Brovarskyi rayon), Odeska (Bilgorod-Dnistrovskyi rayon) and Cherkaska (Uman city and Umansky rayon). The goal of the Program is to build a continuum of family-based care services for children out of family care, which includes four service areas: family preservation, foster care, family type homes and domestic adoption. In each locality the continuum of services will be tailored to meet the needs of the local community. An integrated component of the FCP is support to children and families affected by HIV/AIDS. The Program’s goal is to build capacity of local communities to prevent and alleviate the impact of HIV/AIDS on children, mitigate the stigma and discrimination faced by these children and increase the number of HIV affected children in family based care.
