FCP works in five localities in three oblasts of Ukraine:

Dnipropetrovska (Dnipropetrovsk city and Novomoskovsky rayon),

Kyivska (Brovarskyi rayon)

Cherkaska (Uman city and Umansky rayon).

Each oblast section contains detailed analysis of child welfare systems in the target localities, as well as lists of programs and services included in the local action plans for 2006 to establish integrated systems of family-based care for orphans and children out family care. The local action plans were developed by the communities during the course of community family care workshops conducted by FCP in 2004-2005.
